Nurse’s Week Starts with a Bill Signing!

GNA Board members Joanne Butler and Suzanne Staebler as well as GNF Board member Mary Gullatte are among those present for the signing ceremony.

A year ago, GNA presented its members and partners with a legislative survey asking what YOU wanted us to work on during the 2017 Legislative Session.   There was an overwhelming response directing us to work on the Nurse Licensure Compact (NLC).  While GNA organized major efforts for the bill’s passage, it was not done without the interest and cooperation of many other nursing groups and patient stakeholder groups like the AARP.  The Compact which has existed for 15 years has been implemented in 25 states including Georgia’s neighbors South Carolina, North Carolina and Tennessee.  Georgia nurse leadership has worked on the NLC for several years.  We are proud to say that the NLC was finally signed into Georgia law this morning at 9:30am in the Governor’s office.

The NLC is a type of reciprocity tool that will allow nurses to practice across state lines with other participating states.  Pending approval by the National Council of the State Boards of Nursing, Georgia nurses will now have the benefit of obtaining their home state license and a multistate license which will allow them to practice and teach in other jurisdictions who are members of the NLC without having to obtain a license for every state in which they conduct business.  There are currently 25 states that are parties to the NLC.

Governor Deal demonstrated phenomenal leadership in signing this bill into law this morning and for that we owe him a tremendous debt of respect and gratitude.    We are extremely grateful for Senate Health and Human Services Chairwoman and GNA member, Renee Unterman, for leading the efforts to pass this very important piece of legislation.  We are also very grateful for Sen. Michael Williams for allowing the NLC to be amended to his Compact bill addressing EMS workers.  Sen. Williams also graciously invited GNA to participate in the bill signing.  Additionally, GNA is extremely grateful for the Georgia House of Representatives Leadership’s support of this bill.  Without House Leadership support, today’s bill signing would not have been possible.

Our members were incredibly supportive.  On the GNA lobby day, one of the activities that we coordinated for the members was to ask each legislator for their support of this initiative. GNA also owes its lobbying team (Wendi Clifton, Cindy Shephard and Ted Burdo) a tremendous note of thanks.  Our lobbyists worked tirelessly to advance this bill through both Chambers.  We constantly ran into roadblocks but were able to find a way around them.

Both the passage and signing of this very important bill are examples of what is possible when nurses stand together.
